The R-410A phase-out is no longer upcoming — it is in effect. The AIM Act transition deadline for new unitary residential and light-commercial AC and heat pumps passed on January 1, 2025: OEMs no longer manufacture that equipment with HFCs above 700 GWP, and the new unitary equipment on distributor shelves today ships factory-charged with R-454B. The next layer of restrictions lands January 1, 2026, across broader product categories. What is in front of contractors over the next two service seasons is not a regulatory digest — it is a stockroom, a training record, and a fleet of trucks that each need an A2L leak detector and an A2L-dedicated recovery cylinder. Plan the truck, the cylinder, the detector, and the chart — not the paperwork.
What "R-410A phase out" actually means
Three things are in play that homeowners and even some techs conflate. They are different rules, they land on different dates, and they touch different parts of the supply chain:
- HFC allowance step-down (AIM Act). The American Innovation and Manufacturing Act sets a baseline allocation of HFC consumption and production rights, and ratchets that baseline down on a published schedule. The phasedown is not a refrigerant ban — it is a quota. As the allowance shrinks, virgin R-410A becomes harder to source at the old distributor price, and recovered R-410A becomes a more valuable stockroom asset.
- EPA Technology Transitions Rule (TTR). The TTR prohibits the manufacture and sale of certain products using HFCs above specified GWP thresholds, by product category and by date. This is the rule that physically removed virgin R-410A from new unitary residential/light-commercial AC and heat pumps on January 1, 2025 — and that expands the prohibition to a broader set of products on January 1, 2026.
- Recovered and recycled stock. Service-side R-410A is not banned. Recovered R-410A from existing equipment remains legal to reclaim, recycle, and reuse for the repair of existing systems. The phase-out is at the OEM level — virgin manufacture, not field-installed refrigerant. Plan on R-410A staying on service trucks for years to come, in steadily tightening supply.
The EPA / AIM Act timeline that matters to a contractor
The dated milestones below are the ones that show up on distributor bulletins, OEM spec sheets, and AHJ inspection checklists across 2025 and 2026:
- December 27, 2020 — AIM Act signed into law. Establishes the HFC allowance framework under EPA authority (40 CFR Part 84) and directs EPA to issue a phasedown schedule by GWP-weighted ton.
- October 7, 2021 — AIM Act phasedown rule final. Sets the 15-year phasedown: 10% baseline reduction by 2036, with intermediate steps at 2024, 2026, 2028, 2030, 2032, and 2034. Each step tightens the virgin-HFC supply available to importers and producers.
- January 1, 2025 — TTR residential/light-commercial unitary. New stationary residential and light-commercial air conditioning and heat pumps no longer manufactured or sold using HFCs above 700 GWP. R-410A (GWP 2088) drops out of new unitary equipment; R-454B (GWP 466) and R-32 (GWP 675) take its place.
- January 1, 2026 — TTR broader product categories. Additional HFC prohibitions take effect across higher-GWP refrigerants in a wider set of product categories and applications. Reporting and allowance-tracking obligations also tighten; expect more line-item paperwork on invoices that touch refrigerants.
- Ongoing — EPA allowance reporting + ROI portal. Holders of HFC allowances file quarterly with EPA, and the Regulating Our Industry (ROI) hotline handles compliance questions. Contractors are downstream of this reporting — but a distributor that loses allowance is a contractor that loses a cylinder.
What contractors must do before the 2025 / 2026 deadlines
The compliance checklist that matters at the truck level is short. Every line on it has to be in place before the technician rolls up on a service call that involves an A2L system:
- A2L training documented for every technician. Section 608 plus an A2L-specific module (ASHRAE Standard 15 / UL 60335-2-40 awareness, leak-check procedure, cylinder handling, ignition-source clearance). Record the training, the date, the trainer, and the technician ID in the personnel file. The cutover to a new fleet member on the truck is when the file goes missing.
- A2L-rated leak detector on every truck. Calibrated to less than 5 g/yr sensitivity for A2L refrigerants — not the halogen leak detector that handled R-410A. A passing leak-check is a documented line item; a failing leak-check is an immediate repair ticket.
- A2L-dedicated recovery cylinders, color-tagged and marked. No cross-contamination with recovered R-410A stock. The cylinder tag carries the refrigerant designation, the date pulled into service, and the recovered mass after each job.
- Staged A2L refrigerant on hand for your top 10 SKUs.Match the OEM's family-level compatibility list. A distributor out-of-stock on a single A2L SKU can stall a multi-day installation.
- Customer-facing invoice language reviewed. Some AHJs now require refrigerant accountability as an invoice line item on A2L jobs — refrigerant added, refrigerant recovered, leak-check pass, tech ID. Update the dispatch software template before the next A2L call.
- Review your part-supplier's R-410A allocation. The phasedown tightens the allocated volume each year; the recovered-R-410A stockpile on your truck is now an asset to manage, not a consumable.
R-454B vs R-32 — drop-in alternative comparison
The single misconception that wastes the most contractor time is the word drop-in. Neither R-454B nor R-32 is a drop-in replacement for R-410A in field service. Both are factory-charged refrigerants in their respective equipment platforms, and field "drop-in" applications only proceed on an OEM-by-OEM basis where the manufacturer has published a retrofit procedure (lubricant compatibility, elastomer compatibility, TXV replacement, drier change-out) for the specific equipment family. There is no generic chemical substitution flowchart.
With that out of the way, the two A2Ls that show up most often on a 2026 service truck — and the common comparison points the charge math actually turns on:
- GWP. R-454B sits at 466; R-32 at 675. Both well inside the 700 GWP threshold that the AIM Act TTR pinned for new unitary equipment in 2025.
- ASHRAE safety class. Both A2L — mildly flammable, very low toxicity. The leak-check and ignition-source clearance rules are the same; the cylinder handling is the same.
- AHRI cylinder color. R-454B wears light-pink (close to the historical R-410A pink — the color change is the easiest way to mis-charge on a busy truck); R-32 wears red.
- Capacity delta vs R-410A. R-32 runs roughly 5% higher heating capacity and roughly 3% higher cooling capacity vs R-410A in published OEM ratings. R-454B runs within a few percent of R-410A on the same platforms.
- Glide (temperature difference across the vapor + liquid phases). R-454B has a measurable glide — close to 1.4 °F — which means a single pressure reading will not return a single saturation temperature. R-32 is a near-azeotropic blend with glide below 0.5 °F and reads effectively as a pure substance on a P/T gauge.
- Lubricant compatibility.Both R-454B and R-32 pair with POE oils. Cross-check the OEM's lubricant guidance per equipment family — legacy R-410A systems on POE remain compatible, but mineral-oil legacy systems typically call for a lubricant change-out.
- Saturated pressure at 75 °F.R-454B ≈ 220 psig, R-32 ≈ 258 psig, R-410A ≈ 219 psig. The R-454B curve is closest to R-410A; the R-32 curve sits noticeably higher and will read as "overcharged" against an R-410A gauge on a tech who hasn't switched the chart.
- Deployment by OEM. R-454B dominates unitary residential (Carrier, Trane, Lennox, Rheem). R-32 is the ducted mini-split refrigerant of choice (Daikin, Mitsubishi, Midea, Toshiba) and is gaining share in light-commercial unitary.
- Retrofit posture.Both A2Ls require UL 60335-2-40 compliance checks and an OEM-published retrofit procedure — charge size, ignition clearance, leak-check threshold. No blanket chemical-substitution path.
Cost implications for the next two service seasons
Five cost lines matter on a fleet operating budget as R-454B and R-32 displace virgin R-410A. Each line moves differently over the next 24 months; none of them cancel out, so the net is a deliberate price-list update rather than a single surcharge.
- Equipment delta. R-454B unitary pricing at distributor level lands close to the R-410A SKU it replaced; R-32 mini-split platforms run roughly 3–7% above the A1 SKU on the same platform. Pull current distributor price lists before bidding a multi-unit replacement job.
- Truck tooling. A2L-rated leak detector $200–$500 per tech; A2L recovery cylinders $250–$700 each; A2L-rated manifold gauges $150–$400. One-time fleet build-out, but the per-truck spend is non-trivial on a 10-truck fleet.
- Refrigerant price-per-pound. A2L refrigerants still being priced into distribution in 2026 — distributor price lists currently register 25–40% above legacy R-410A. The AIM Act allowance step-down also pushes the legacy R-410A price upward as virgin supply tightens, so the gap narrows each year.
- Recovered R-410A inventory. The recovered-R-410A stockpile on the truck is no longer a free consumable — it is an asset you cannot resell at the original margin, and a disposal line item when virgin supply goes to zero. Track mass per cylinder.
- Training payroll. Section 608 + A2L module time + per-refrigerant refresher. Budget the training hours against reduced warranty callback cost; they net out positive on a 12-month horizon if the leak-check pass rate holds.
Charge math on the new curves
Saturation physics is unchanged. The refrigerant on the pressure-temperature chart has changed. R-454B at 75 °F saturation sits at roughly 220 psig — within a few psi of R-410A, so a tech who reads the cylinder color wrong can charge on the wrong curve without noticing. R-454C reads lower at the same condensing temperature; R-32 reads higher. Charge math that worked on a residential R-410A split for the last fifteen years will be wrong on a residential R-454B split if the tech is reading the gauge against the wrong curve.
